The game now recognizes the VRAM correctly. The game can now recognize up to 4GB of RAM. 
First NBPack version for Grand Theft Auto IV: The Complete Edition. Character animations, especially those involving weapons, have been fixed and improved. To enable it, just extract its file in the main game folder. Anti-aliasing is now included as an optional feature. This way, the game goes offline, preventing the Rockstar Games Launcher (RGL) from restoring the game files, replacing the NBPack files. To do this, just open the "commandline.txt" and add a "-" before the "scOfflineOnly" command, thus getting "-scOfflineOnly". NBPack is now natively compatible with the Rockstar Games Launcher (RGL) version. At certain points in the game, because of the way the game renders the scene, especially if you use the maximum viewing distance, it can still have some stuttering. 
Now the frametime line remains stable, faithfully maintaining the frame rate.
A commandline.txt is now included in NBPack, serving to prevent VRAM issues if it hasn't already been fixed. This works for the Steam Edition and Rockstar Games Launcher Edition. After looking around for a bit, I found a super easy tutorial in order to downgrade your GTA:IV Complete Edition to 1.0.7.0 in order to allow for modding support etc.
